Scottish Tour – Real Estate Rationalisation- A Real Estate Market Opportunity?
Glasgow City Council (GCC) recognised that their city centre real estate portfolio faced significant challenges. They occupied a mix of leased and owned office buildings which were not providing good quality efficient space for their city centre personnel. The Council procured a partner to support the delivery of real estate, IT and other service delivery. Serco were appointed and formed a joint venture partnership with the Council to deliver the agreed services over a ten year period. ACCESS Glasgow LLP was created. ACCESS delivered the Office Improvement Programme (OIP) which led to the Office Rationalisation Programme (ORP). It has now managed the delivery of a reduced city centre portfolio, saving GCC £6m per annum via the Tomorrow’s Office Programme. This has resulted in the city centre office building portfolio reducing from 19 buildings to 6 and hosts office space for over 4,000 staff, ceremony rooms and a single public facing service desk in the historic home of GCC. The Real Estate rationalisation has also resulted in the marketing and disposal of surplus GCC real estate..
