No 4 St Paul’s Sq represents the third and final phase of the St Paul’s Square development, a commercial led development in Liverpool city centre creating a new commercial district. Despite unprecedented economic conditions, English Cities Fund – a joint venture between Muse Developments, Legal and General, and the Homes & Communities Agency – has delivered a wonderful office building and the first ever speculatively BREEAM "Excellent" building in Liverpool. Attention to detail is evident throughout, for example the reception has: glass walls incorporating changing LEDs that reflect the different periods of the working day; a specially commissioned reception desk; and a heated limestone floor which was specifically chosen for its fossil interest and runs into the lift cars. The BCO Northern Judges commented: "The renaissance that Liverpool has witnessed over the past decade has been vital for Liverpool’s future and it is buildings like No 4 St Paul’s Sq that have supported this renaissance, which when you consider the extent of how the recession has gripped the country, this scale and quality of development should be celebrated."
