The research conducted by CBRE builds on the earlier study prepared in early 2015. With more data now available, the analysis draws on case studies and data from DCLG, VOA and the property industry to establish and the effect of the rights and to quantify conversion rates both in London and nationally. Furthermore, it examines the impact of PDR on service office operators, whether or not small businesses (SMEs) have been disproportionately affected; how devolved government will accommodate PDR and the likely regional differentiation in policy and results.
