It forms part of Network Rails strategy to consolidate its operating centres across the UK and includes internal (including railway track to the rear of the atrium) and external training facilities in addition to extensive office accommodation. Failsafe mechanisms, including electricity supplies from 2 substations, ensure the centre can operate in the event of a natural or man-made disaster. A BREEEAM rating of Very Good has been achieved with sustainable design features including a combined heat and power plant.

The project has also included the construction of a 60m long pedestrian footbridge over the adjoining railway line. The contractor BAM utilised BIM in the design and delivery of the building.
